Consultancy for Strategic Planning
MCH STAR Partnership in Developing the Strategic Plan for IndiaCLEN

USAID through MCH STAR initiative has come forward to help IndiaCLEN develop a strategic plan. The last IndiaCLEN strategic plan was prepared during the year 2002 - 2004. This plan had helped IndiaCLEN in chartering a course which culminated in producing some of the best medical research in the country.

Now 5 years later IndiaCLEN is planning to have relook at the priorities in the light of the current health research needs of the country. We have started the strategic planning exercise in 2009 and hope to complete this exercise and have the documents ready by the end of the year.

This is a multi stage exercise and has the initial stage a concept note with background information shared with all CEU Directors, Senior colleagues in the network, Programme Managers, Network partners and other Stake Holders who are requested to provide perceptions of priority activities on which IndiaCLEN should focus for the next 2 years (short term) and 5 to 7 years (long term).

A meeting supported by USAID/MCH STAR was held in Nagpur to present the basic analysis of this information in February 2009

Going forward from here IndiaCLEN hope to get inputs from broad group of partners, Funding agencies, and other experts including Programme managers, ICMR and other Government of India agencies, as a followup of the exercise. We hope to have the second meeting sometime in May/June 2009 with the view to prioritise and shortlist the activities of the strategic planning document.

USAID/MCHSTAR agreed to appoint technical consultants to help IndiaCLEN in completing a successful strategic planning exercise. The MANFORD agency has been appointed as consultants to IndiaCLEN for preparing a strategic plan and business plan. Following activities have been completed in this regard:Activities

The MANFORD team visited IndiaCLEN in connection with the study to be conducted by them to collect data for the IndiaCLEN Strategic Plan. They also visited few of the CEUs at CMC- Vellore, GMC-Nagpur, CERTC – Trivandrum and KGMC – Lucknow. They also developed a questionnaire aimed at getting the feedback from the members of IndiaCLEN to formulate a plan to improve the operations of IndiaCLEN.

A meeting was held on 25th September 2009 at Chennai and the presentation by MANFORD for finalizing the strategic plan for IndiaCLEN was made before the Governing Body members and the following members participated in the meeting.

Based on the inputs received so far in the meeting on 25th September 2009, it was decided that
a small group consisting of Dr. A.K. Niswade, Dr. Rajamohanan, Dr. Thambu David and
Dr. Jerard Maria Selvam could work on fine tuning the strategic and business plan of
IndiaCLEN. The group is likely to meet before end of October in Chennai.
